Principles of the Referee Process

Evaluation Principles

The articles submitted to Journal of Türkiye Media Academy should not have been published anywhere else before, should not be in the evaluation process in another journal, and should have the approval of all authors.

Articles that do not fulfil this condition will not be evaluated.

Our journal applies a double-blind refereeing process. Submitted manuscripts are firstly evaluated by the editor in terms of the scope of the journal and compliance with the publication principles. The eligible manuscripts are forwarded to at least two independent and expert referees to objectively measure the scientific quality.

All articles that pass the pre-control process are scanned by Turnitin, iThenticate or Intihal.net software for plagiarism detection. Plagiarised manuscripts are not processed.

It does not allow any conflict of interest between editors, authors, other editors and referees. It takes necessary measures in cases of suspected conflict of interest.

The editors evaluate manuscripts independently of the authors' ethnicity, gender, nationality, religious beliefs or political views. They ensure that all manuscripts undergo a fair and impartial double blind peer review process.

The final decision on the acceptance or rejection of articles belongs to the editors. The decision of the editor is final and not open to discussion. Editors are not involved in the review process of manuscripts written by themselves, their family membersor close colleagues, or linked to products or services with which they have a vested interest. Such manuscripts are processed independently in accordance with the general publication and review procedures of the journal.

Reviewers are obliged to keep all information regarding the manuscripts sent for evaluation confidential. It is forbidden to share this information with third parties until the publication process is completed. Reviewers are obliged to immediately notify the editor of any copyright infringement or plagiarism suspected in the manuscripts. Referees who do not feel that they have sufficient knowledge on the relevant subject or who are unable to make an evaluation in a reasonable time should immediately notifythe editor and withdraw from the evaluation process.

The editor clearly informs the reviewers that the submitted manuscripts are the private property of the authors and that these manuscripts contain elements of privileged communication. Reviewers and editorial board members cannot discuss the manuscripts under evaluation with third parties. The confidentiality of referee identities is meticulously protected.

Evaluation Process

Research articles submitted to Journal of Türkiye Media Academy are subjected to a double blind peer-review process after being subjected to pre-checking and plagiarism screening. The average time until the first decision is made for research articles is15 days. If deemed necessary, an additional period of up to 10 days may be granted.

Approximately 40-45% of the articles received by our journal are found suitable for publication as a result of the referee process and published.

Plagiarism scanning is done using software such as Turnitin or iThenticate. The similarity rate and plagiarism suspicion are meticulously examined in the scans made through these software. Plagiarised articles are not accepted for publication.

Articles are reviewed by at least two referees.Acceptance of the article requires the acceptance of both referees.

In case of disagreement, a new referee is appointed.If the referees detect any suspicion of research misconduct or violation of publication ethics during the review of the article, they are obliged to report the situation to the editor immediately.

In such cases, the editor initiates and carries out the necessary procedures in accordance with the COPE (Committee on Publication Ethics) guidelines.

First Review

Submitted research articles are reviewed by the editor on the date of submission. If the editor considers that the article complies with the editorial policies and scientific standards of the journal, he/she refers the article to the deputy editor for a more detailed review. Deputy editors read the manuscripts from beginning to end and evaluate them in terms of scientific competence.

Initial Decision Period

For all submissions, the aim is to reach the initial decision stage within two to three weeks. In most cases, however, the author will be notified of the initial decision within a few days of submission.

Early Rejection Process

If it is determined that the submitted article is outside the scope of the journal or is insufficient in terms of original ity, the authors are informed without delay. In this way, it is ensured that they can direct their work toanother journal.

Editorial Board Evaluation

Research articles are evaluated at the Editorial Board meeting. Board members discuss the importance, originality and scientific quality of the article. The evaluation focuses particularly on the existence and quality of the research question. Manuscriptswithout a research question or with serious scientific flaws are rejected.

All members attending Editorial Board meetings are obliged to declare any potential conflicts of interest in advance. If a significant conflict of interest is identified, the relevant member either withdraws from the discussions during the meeting (depending on the nature of the conflict) or expresses his/her opinion last.

Referee Process

The eligible manuscripts are forwarded to at least two independent external referees by the section editors. The referees are asked to declare whether there is a conflict of interest during their evaluation. The referees provide detailed reports on the article and guide the editors in their decision-making process. The final decision is made by the editors in line with the referees' opinions.

Ethical Review

In case of serious suspicion of research misconduct, the article may be reviewed by Journal of Türkiye Media Academy's ethics editor and independent third-party experts deemed necessary. All processes are carried out in accordance with COPE (Committee onPublication Ethics) principles.

Final Decision Period

For all manuscripts, we aim to make a final decision within 4 to 6 weeks from the date of submission. If revisions are requested, authors are expected to revise and resubmit their manuscripts, usually within one month.

Publication Process

Accepted articles are published online athttps://www.turkiyemedyaakademisi.com/after the completion of the preparation processes. The published articles are officially included in the next issues of the journal.

Open Access Policy

Journal of Türkiye Media Academy publishes all its articles as open access. Online access is free for readers and authors.

Adjustments

If errors are detected in the published articles, the authors should contact the editor-in-chief via e-mail. As a result of the evaluation, the authors will be notified whether a correction is required or not.

Principles of the Refereeing Process for the Work of the Editorial Staff

Editorial and analysis articles written by the editors of Journal of Türkiye Media Academy are not subject to external peer review. Original research articles, on the other hand, are sent to at least two external referees within the scope of blind refereeing. During this period, the editorial roles of the editors of the articles are suspended andthey are not allowed to see the referee process, thus preserving double blind refereeing.

Authors' Responsibilities

The author must comply with research and publication guidelines.

The author should not attempt to publish the same work in more than one journal.

The author should indicate in the bibliography the works used in the writing of the article.

Editor's Responsibilities

The editor evaluates manuscripts for scientific content without regard to the ethnic origin, gender, citizenship, religious beliefs or political opinions of the authors.

The editor conducts a fair double-blind peer-review of manuscripts submitted for publication and ensures that all information about submitted manuscripts is kept confidential before publication.

The editor informs the referees that the manuscripts are confidential information and that this is a privileged interaction. Reviewers and the editorial board cannot discuss manuscripts with other people. The anonymity of the referees must be ensured. In certain cases, the editor may share a reviewer's review with other reviewers to clarify a particular point.

The editor is responsible for the content and overall quality of the publication. It is also his/her responsibility to issue a correction note or withdrawal if necessary.

The Editor does not allow any conflict of interest between authors, editors and referees. The Editorial Board has full authority only to appoint referees and is responsible for the final decision regarding the publication of manuscripts in the journal.

Responsibilities of Referees

Reviewers should not have any conflicts of interest related to the research, the authors and/or the research funders.

The judgement of the referees must be objective.

The language and style used by the referees should not offend the author.

Reviewers should ensure that all information about submitted manuscripts remains confidential until the

manuscript is published.

Reviewers should notify the editor if they notice copyright infringement or plagiarism in the work they review.

A reviewer who feels inadequate to review a manuscript or who feels that he/she cannot complete the review within the specified time should withdraw from the review process.

During the refereeing process, referees are expected to make their evaluations by considering the following points: Does the article contain new and important information? / Does the abstract clearly and accurately describe the content of the article? / Isthe methodology described in a coherent and comprehensible manner? / Are the interpretations and conclusions substantiated by the findings? / Are adequate references given to other studies in the field? / Is the language quality adequate?

Preliminary Review and Plagiarism Check

The manuscript is reviewed by the editor for compliance with the journal's publication principles, academic writing rules and APA7Citation System, and is scanned for plagiarism using iThenticate or Turnitin software.

The preliminary review is completed within a maximum of 15 days. The plagiarism similarity rate must be less than 15%. If the similarity rate is 1%, but citation and quotation are not done properly, plagiarism may still be in question. In this respect, citation and quotation rules must be known and carefully applied by the author:

 

Citation/Indirect Citation: If a citation is made to an opinion, discussion or determination in a source and the cited opinion is put on the line with the words of the citing researcher, a footnote sign (1) should be placed at the end of the sentence. If the reference is to a certain page or page range of the work, the page number should be given. If there is a reference to the whole work, in other words, if there is a reference to a dimension that requires the reader to examine the whole work, the sourceshould be indicated in the footnote after the phrase "bk. on this subject", "bk. about this opinion", "bk. about this discussion" or just "bk.".

Quotation/Iquotation: If the relevant part of the source is taken exactly as it is, without touching the point and comma, the quoted part is "given in double quotation marks" and the source is indicated by giving the footnote number1 at the end. Quotations that exist in the directly quoted text are written using 'single quotation marks'. If the directly quoted part is longer than three lines (more than forty words), it is shown in a separate paragraph. In order to distinguish long quotations from the main text, it should be preferred to write in a font size one smaller than the normal text size and to indent the entire paragraph from the left at the beginning of the line. In direct quotations, some words, sentences and paragraphs may be omitted, provided that they do not change the meaning. Ellipses (...) are placed in place of the omitted parts. It is not correct to write the part quoted verbatim from a source without enclosing it in "double quotation marks" and to be contented with just writing the source at the end. If these rules are not followed, the author may be accused of violation of publication ethics (Plagiarism).

Field Editor Review

The manuscript that passes the Preliminary Review and Plagiarism Scanning stage is examined by the relevant field editor in terms of problematic and academic language and style. This review is completed within a maximum of 15 days.

Referee Process (Academic Evaluation)

After being reviewed by the field editor, the manuscript is submitted to the evaluation of at least two external referees who have a doctoral thesis, book or article on the subject. The referee process is carried out in confidentiality within the frameworkof double blind refereeing. The referee is requested to state his/her opinion and opinion on the manuscript either on the text or justify it with an explanation of at least 150 words on the online referee form. If the author disagrees with the referee's opinion, he/she is given the right to object and defend his/her views. The field editor ensures mutual communication between the author and the referee while maintaining confidentiality. If both referee reports are favourable, the manuscript is submitted tothe Editorial Board with a proposal for publication. If one of the two referees has a negative opinion, the manuscript is sent to a third referee. Studies can be published with the positive decision of at least two referees. The publication of book and symposium reviews and doctoral thesis abstracts is decided upon the evaluation of at least two internal referees (relevant field editors and/or members of the editorial board).

Correction Phase

If the referees request corrections to be made in the text they have reviewed, the relevant reports are sent to the author and the author is asked to correct his/her work. The author makes the corrections in the Word program with the "Track Changes" feature turned on or indicates the changes in the text in red. Submits the corrected text to the field editor.

Field Editor Control

The field editor checks whether the author has made the requested corrections to the text.

Referee Control

The reviewer checks whether the author has made the requested corrections in the text.

Expansion of Abstract and Abstract Section

Authors of manuscripts that are deemed "publishable" by both referees are asked to expand the abstract/abstract section of the manuscript to 175-300 words.

Turkish Language Control

The manuscripts that pass the referee process are reviewed by the Turkish Language Editor and the Editor, and if necessary, the author is asked to make corrections. The review process is completed within a maximum of 15 days.

English Language Check

The manuscripts that pass the Turkish language control are examined by the English Language Editor and, if necessary, corrections are requested from the author. The English language editor's control process is completed within a maximum of 15 days.

Editorial Board Review

Technical, academic and linguistic articles are examined by the Editorial Board and it is decided whether they will be published or not, and if so, in which issue they will be included. The Board decides by majority vote. In case of equality, the final decision is made in favour of the editor's decision.

Typesetting and Layout Stage

The manuscripts decided to be published by the Editorial Board are prepared for publication by typesetting and layout and sent to the author for review. This stage takes maximum 15 days.

Data Submission to National and International Indexes

The data of the published issue is sent to the relevant indexes within 15 days.

Principles of the Refereeing Process for the Work of the Editorial Staff

Editorials and analysis articles written by the editors of Journal of Türkiye Media Academy are not subject to external peer review. However, original research articles are evaluated by at least two external referees within the framework of double-blind refereeing principles. In this process, the editorial duties of the editors of the article are suspended and their access to the refereeing process is restricted and the principle of double-blind refereeing is maintained.

Authors' Responsibilities

  • Authors should comply with the rules of scientific research and publication ethics.
  • The same study should not be submitted to more than one journal simultaneously.
  • All references utilised in the study should be indicated in the bibliography in full.

Editor's Responsibilities

  • The editor evaluates the submitted manuscripts solely on the basis of scientific content, without taking into account the ethnic origin, gender, citizenship, religious belief or political opinion of the authors.
  • The editor ensures that manuscripts undergo a fair double-blind peer-review process and ensures the confidentiality of all information during the review process.
  • The confidentiality obligation of the referees is emphasised and it is stated that the manuscripts should be discussed only between the referees and the editorial board.
  • The editor is responsible for the integrity of the published content, quality control, correction or

withdrawal if necessary.

  • The Editor does not allow conflicts of interest between authors, referees and other editors. Referee

appointments and final publication decisions are made with the approval of the Editorial Board.

Responsibilities of Referees

  • Reviewers are expected to avoid conflicts of interest related to the manuscript topic, authors or funders.
  • The evaluation process should be carried out in an objective, constructive and scientific language; no derogatory expressions should be used.
  • Reviewers must maintain the confidentiality of the work they review.
  • If copyright infringement or plagiarism is suspected, the editor should be informed.
  • Reviewers who are unable to participate in the evaluation process must withdraw immediately.
  • In particular, the following elements should be taken into account in the assessment:

oWhether the article makes a new and important contribution,

oWhether the abstract reflects the content accurately and clearly,

oWhether the methods are defined in a coherent and understandable manner,

oWhether the conclusions are supported by the findings,

oWhether the literature is adequately cited,

oAdequacy of the quality of language and expression.

Preliminary Review and Plagiarism Check

  • The submitted manuscripts are subjected to preliminary review by the editor within the framework of the journal's publication principles, academic writing rules and APA 7 Citation System.
  • Works are checked for plagiarism through iThenticate or Turnitin programmes.
  • The similarity rate should be below 15%. However, plagiarism may occur if citation and quotation rules are not followed despite the low similarity rate.
  • Citation and quotation rules must be carefully observed:

oCitation/Indirect Citation: Views presented in the author's own words should be footnoted and

the relevant page number should be indicated.

oQuotation/Citation: Direct quotations should be enclosed in double quotation marks, and direct

quotations exceeding three lines should be organised as a separate paragraph.

Field Editor Review

Studies that pass the preliminary review and plagiarism screening are evaluated by the field editor in terms of academic language and style. This process is completed within 15 days.

Referee Process (Academic Evaluation)

  • Studies approved by the field editor are evaluated by at least two external referees who have a doctoral thesis, book or article on the subject.
  • Reviewers express their views and opinions in a statement of at least 150 words directly on the article or via the online reviewer form.
  • The author has the right to object to and defend the referee's opinions.
  • With the favourable report of two referees, the manuscript is submitted to the Editorial Board. If one of them is unfavourable, the manuscript is sent to a third referee. At least two positive referee reports are required for publication.
  • A similar process is applied by internal reviewers for book reviews and thesis abstracts.

Correction Phase

  • The manuscripts for which the referees request correction are forwarded to the author.
  • The author makes corrections in Word with the "Track Changes" feature switched on or by indicating the changes in red.

Field Editor and Referee Controls

  • The field editor and, if necessary, the referee who requested the revision, check whether the author has made the necessary corrections.

Abstract and Abstract Expansion

The manuscripts that are decided to be published are requested to expand the abstract/abstract sections in the range of 175-300 words.

Language Controls

  • Turkish Language Control: The manuscripts that pass the referee process are examined by the Turkish language editor.
  • English Language Control: The manuscripts that pass the Turkish check are forwarded to the English language

Both control stages are completed within 15 days.

Typesetting and Layout

The manuscripts that are decided to be published are submitted to the author for approval through the typesetting and layout process. This stage takes a maximum of 15 days.

Index Notification

The data of the published issue are sent to national and international indexes within 15 days at the latest.
